How is it that Puerto Rico can vote in the primaries?

To the contrary of one of your answerers who laughed at my question, Bill Clinton mentioned that Puerto Rico , in fact, DOES HAVE primary delegate votes. Why? How does it qualify, given that it isn't a state?
