How to detect if someone is changing his IP?

MAC address is permament until network card is changed. IP address, it keeps changing. It is just a mean to interact with the server and for the server to select out the right destination. It can be changed very easily and since , its not related to hardware configuration anyway like MAC, its not that easy to detect a change IP address.
